Why is mobilisation a real genocide?

The Rosgvardiya troops from other regions of Russia have already been introduced to Dagestan.

As local sources tell, the majority of Rosgvardiya are Russians as the goverment are not sure in the local marionettes’ trustworthyness.

Still Moscow does not hurry to send rosguardians to the front but wants to mobilise just the locals – the Avars, Kumyks, Dargins, Laks, Lesgins. For such peoples as the Rutuls, mobilising even a thousand of men means real death for the non-numerous nation.
